Um... Well, teachers are free to start up their classes at any time, but there is also the fact that we don't have that many teachers in position right now. We have about two teachers in position at the moment and that would be Maya and Yuko. So... Hitomi can start her class at any time, I plan on starting mine as soon as the hospital one ends. Hope this helps.

At the moment, he is, unfortunately, not in a teacher's position. He has yet to do any form of training that retains his teacher position.
